Finally!!!
Thoughts added August 2nd.
After testing several stream providers we finally got what seems very stable and NO buffering at all. Crystal clear 128 Kbs. During process I digged “routing” of streams which generate most probs. I definately not a geek in this so Ill try put it this way. When U buy streams it runs through “pipelines” via X number of geographic destinations. To reduce buffering and maintain stability the lessons which sound extreme logic 
is simple. Get provider whose servers located as close as possible to the geographic locations.
